This case study describes the Balanced Scorecard implementation experiences of a major oil firm in the Middle East. TRURO decided to implement a Balanced Scorecard system, but set out with out clear sight of what it hoped to achieve at the end of the exercise. Although it employed an external consulting firm, the organisational issues it encountered surrounding Balanced Scorecard design (primarily relating to how the measures used on the Balanced Scorecard were chosen) reduced the value of its investment in the system. This case describes the project activities; it draws some conclusions concerning best practice relating to Balanced Scorecard design and implementation.
